Third session of the 13th NPC to be held
On April 29, a major decision was made during the first plenary meeting of the 17th session of the 13th NPC Standing Committee. That is, a grand annual gathering—the third session of the 13th NPC will be convened on May 20, 2020.
On May 7, the leading group of the CPC on the prevention and control of the novel coronavirus outbreak held a meeting, which was presided over by Li Keqiang, Chinese premier and also head of the leading group.
During the meeting, it was pointed out that local authorities should release relevant guidelines and follow good practices to further improve the accuracy of regular prevention and control. In that way, more service facilities would be restored, resident consumption would rebound and economic and social development would be back on track.
On May 8, the State Council issued several guidelines on regular prevention and control of COVID-19. In terms of epidemic containment at key public places, shopping malls, supermarkets, hotels, restaurants and other living facilities can fully reopen as long as effective prevention measures are put in place; parks, tourist attractions, sports facilities, indoor venues such as libraries, museums and art galleries and enclosed entertainment spaces such as theaters and amusement arcades can welcome visitors if measures like reservation and traffic control are taken; all kinds of necessary meetings, exhibitions and other activities can be held.
Since then, a series of great news has been announced from different facets of social life.
Lower Response Levels in Major Provinces and Municipalities
Beijing
Beijing held the 96th press conference for the prevention and control of the novel coronavirus epidemic on April 29. During the conference, Chen Bei, deputy secretary general of the Beijing Municipal Government, remarked that from April 30 at 0:00, the level-1 response mechanism against public health emergencies in Beijing would be adjusted to level-2.
Shanghai
Since May 9, the level-2 response against public health emergencies in Shanghai has been adjusted to level-3. Residents are recommended to carry protective masks with them and wear masks only when they are in enclosed or crowded spaces or in close contact with others.
Guangdong
Since May 9, Guangdong Province has adjusted its public health emergency response from level-2 to level-3. In accordance with the adjustment, every aspect of social life is restored to a normal state: shopping malls, supermarkets, hotels, restaurants and other living facilities can fully reopen with effective prevention measures implemented; parks, tourist attractions, sports facilities, indoor venues such as libraries, museums and art galleries and enclosed entertainment spaces such as theaters and amusement arcades can welcome visitors if measures like reservation and traffic control are taken; all kinds of necessary meetings, exhibitions and other activities can be held; students can go back to school in batches.
Reopening of Exhibitions and Amusement Parks
Exhibitions
On April 30, 2020 Hunan Automobile Exhibition was held as scheduled at the Hunan International Convention and Exhibition Center. Changsha is the first provincial capital in China to reboot the exhibition industry across the country. The exhibition was not only among the first resumed business activities in Changsha, but also became the first reopened large-scale automobile exhibition in China’s automobile industry.
According to rough statistics, the 6-day exhibition witnessed a total of 62,380 visitors, sales of 23,910 vehicles and a remarkable sales amount of 5.268 billion yuan.
On May 9, Wuhan Local Products Promotion Fair 2020 was successfully held at the Wuhan International Convention and Exhibition Center, drawing a large number of visitors to attend.
Amusement Parks
Shanghai Disneyland, a landmark tourist destination in Shanghai, has been reopened to the public since May 11, 2020. At the start of the reopening, a series of new measures and processes are implemented to ensure safety, including:
1. ticket booking in advance, reservation and traffic control,
2. social distancing in queuing areas, restaurants and amusement facilities
3. and increased frequency of disinfection.
Resumption of Classes
With the implementation of local governments’ policies on class resumption, lots of students can say farewell to online classes and return to school.
On May 6, on-campus education has been resumed in Shanghai for fourth graders and above. Students in lower grades and kindergarteners are expected to return to school in June.
On May 8, the National Health and Welfare Commission released the latest notice on its website: teachers don’t need to wear masks while teaching; students are supposed to keep spare masks with them; students in low-risk areas don’t need to wear masks in schools.
As the social economy recovers, residents' willingness to consume will be awakened.
